the fbi couldn't get in because of security conditions. u.s. personnel, nonessential personnel had been sent home. there were fewer to do that. but the fbi, frankly, once they opened an investigation, ordinarily should have and may have, we don't know, but should have coordinated with their u.s. government agency counterparts. if they couldn't secure it, you ask the host government. if the host government is incapable, we did fly in additional marines to guard the embassy in tripoli. was there military u.s. personnel available to help secure it. obviously that didn't happen. it's one of those unanswered questions we don't know but what we do know is the consequences of failing to secure the crime scene absolutely will call into question the integrity of the information that's gathered there. >> bob, what does this say to you, that this site was not secured? >> anderson, i think the whole thing's just outrageous. i completely agree with fran. look, that consulate was overrun and we don't even begin to understand what was lost there. we've lost c

i cannot believe that the fbi is not on the ground yet. >> congressman turner, if fbi investigators have yet to set foot in benghazi, how is their investigation supposed to be kribl? >> obviously it can't be. this goes right to the failure fortunate administration's policies in libya. a year ago, the president spent nearly $1 billion u.s. attacking the gadhafi regime without a stated policy, what we hoped to gain, the geopolitical view of those who might come to power, and the president continues to operate in a -- an area where he has no articulated policy and four americans are dead, ambassador is dead, and the president still has yet to be able to describe what has occurred and really what is the president's policy? why is it that the president is operating a year after attacking libya without a policy? >> time was of the essence given gadhafi's intention to invade benghazi, go house to house and kill them like rats or words to that effect. and you senator jim demint have requested any diplomatic cables that might have come from ambassador chris stevens, what motivated you to make suc

military or fbi or other personnel can't do it? >> well, wolf, for one thing, when we go in -- when journalists go in, they don't go in as representatives of the united states government, right? we're media personnel. and there's a certain respect and sort of safety in that. anybody who goes in there representing the united states government is, you know, because it's not just the individual, they are representing our nation. so they are at greater risk. i will tell you though oftentimes in working with the host country's service, in this case the libyans, we can get direct access. and the fbi investigators i've spoken to have made perfectly clear it's much more effective to be able to be present even if you're doing that interview alongside the host government than to have to do it through passing questions. there's plenty of room for misunderstanding, for a lack of follow-up and information. so it makes for a much more effective investigation if the fbi can get permission to have direct access along with their libyan counterparts

while the fbi made that request to the state department. what we found out today from senior law enforcement officials while the fbi made it to tripoli they have never made it to benghazi. >> they haven't been on them ground in benghazi? >> they have not. it was taking so long to gept permission to go to tripoli, the fbi deployed their personnel to a location in the region so they would be closer. they have conducted interviews of the state department and government personnel in libya at the time of the attack. they have gotten as far as tripoli but never gotten to benghazi. they made a request that the crime scene be secured as we know from public reporting, the state department, we don't know whether or not the state department put that request though libyans and whether or not it was denied or what happened to it. what we know for sure is the crime scene was never secured and the senior law enforcement official i spoke to said if we get there now it is not clear it will be of any use to us. the third and critical and astonishing point to
